"Cleric supports targeting children"

Today--during an interview intended to promote a "celebratory" conference of the third anniversary of the Sept. 11th attacks--a London-based Islamic cleric said that "holding women and children hostage would be a reasonable course of action for a Muslim who has suffered under British rule." Is there a reason the British government allows this guy to be on the loose? Free speech does have its boundaries right? (Even in Britain.)
